If city council meetings are comedy, Toronto Police Services Board meetings are drama, as the seven civilians charged with overseeing the cops try to work with them to change protocols for the better. Not surprisingly, there is often tension and conflict. On February 19, the board considers Chief Bill Blair’s proposal on the future of carding.
