You can say this much about SoCal punks the Offspring: they recognize a winning formula when they stumble on one. No high-minded art-rock digressions for these lads, just the straight goods — speedy, concise, vaguely gimmicky knuckleheaded corkers. Having sold enough to be sure of a comfy retirement and having already rewritten Ob-La-Di, Ob-La-Da with absolute impunity, there’s nothing left to do but have fun, which makes Conspiracy Of One (out Tuesday) not only a rock and roll zinger but also the best thing they’ve done since Smash. And, yes, that’s meant as a compliment.KIM HUGHES
