A new city report reveals that 80 per cent of tickets for the FIFA Fan Festival in Toronto could now be free, following public backlash over earlier plans to charge fans for entry.
Last week, the city’s Executive Committee considered a proposal that could have required a $10 general admission fee, despite assurances that the event would be free in 2025.

After criticism from fans and councillors, a new report from the Executive Director of the FIFA World Cup 2026 Toronto Secretariat and the city’s Chief Procurement Officer states that of the 20,000 general admission tickets available each day, 15,600 will be free pending council approval.
An additional 500 tickets will be reserved for community groups at no cost.
Premium tickets, however, will still carry a price tag ranging from $100 to $300, with 3,900 available each day.
Previously, the city had proposed charging $10 for general admission, $100 for VIP Tier 3, $150 for VIP Tier 2, and $300 for VIP Tier 1 tickets.
The Fan Festival is scheduled to run from June 11 to July 29 at Fort York and The Bentway, offering fans the chance to experience the World Cup atmosphere and connect through sport.
The report also asks city council to pursue private sponsorships to offset the costs of providing free admission.
Charging for tickets was originally intended to help cover expenses related to security, medical and fire services, operational planning, and enhanced fan experiences.
