Barbara Hall is beginning to make all the right public moves to smooth her way back into municipal politics and perhaps the mayor’s chair. But City Hall insiders are whispering that it’s not worthwhile to back her. Indeed, if the former Toronto mayor couldn’t make a dent in the suburbs in 1997, what makes Babs think she can do it after a six-year political hiatus?
